In de nacht van 26 op 27 oktober 2005 ontstond brand in één van de cellen van het cellencomplex op Schiphol-Oost. Wat een onschuldig brandje had kunnen blijven, mondde uit in nachtmerrie, die aan elf mensen het leven kostte. Vreemdelingen zonder geldige papieren, overgeleverd aan de zorg van de overheid, stierven in hun cel een tragische dood. In de aanloop naar de tragedie hadden diverse overheden fout op fout gestapeld: het gebouw was niet brandveilig, het personeel was onervaren en ongeoefend. De brandweer was te laat en op de verkeerde plaats. Twee ministers en een burgemeester traden af. De Onderzoekraad voor Veiligheid kwam in september 2006 met een vernietigend rapport, op het ministerie moesten enkele ambtenaren het veld ruimen. Vanaf dag één probeerde Justitie de brand in de schoenen te schuiven van de Libische vreemdeling Al Jeballi in wiens cel de brand leek te zijn ontstaan. Al Jeballi werd zowel door de rechtbank als het Gerechtshof veroordeeld. Maar na een herziening door de Hoge Raad werd hij in maart 2013, ruim 7,5 jaar na de brand, uiteindelijk helemaal vrijgesproken. Een zware tegenvaller voor het Openbaar Ministerie. De eenzijdige jacht op een zondebok was uiteindelijk tevergeefs gebleken. Wat de oorzaak van de brand wel is geweest, zal nooit meer worden opgehelderd. Het onderzoek is definitief gesloten, het cellencomplex is afgebroken. Willem de Haan en Bart Zuidervaart zochten de betrokkenen op en spraken met overlevenden, nabestaanden, personeel, de brandweer, officieren van justitie en enkele ambtenaren. De auteurs kregen inzage in geheime documenten en reconstrueerden zo het aangrijpende verhaal vol onvoorstelbare gebeurtenissen, menselijk drama en machtspolitiek. De Schipholbrand – de vergeefse jacht op een zondebok is de geactualiseerde versie van het in 2005 verschenen boek van dezelfde auteurs.
